Nice to get a mention. I'm always happy to add my two cents to a news story.
While I'm not sure I would say it's "high rise for the suburbs", I do think town centres may benefit from the policy statement. Auckland and Hamilton already embrace this to some degree, so perhaps not much to change there just yet - but yes, I think Chartwell in Hamilton could do with some higher built form and better density around the shopping mall (where the photo is taken from)
While there is no set rule, I would think :
Low rise is up to four floors high
Medium rise: 5 to between 10-15 floors
High rise: above 10-15 floors depending on who you talk to.

I do find it amusing when two story buildings are touted as high rise in NZ
